Nations should join the coalition war against someone who is already defending in a Punitive War

For example, me as France; Half the HRE coalitions me and declares the Punitive war. Then some more states coalition me. Shouldn't those nations be thrust straight into the war?

Historically that's how the Napoleonic coalitions happens, nations like Prussia or Austria didn't go to war with France immediately when Britain declared, they joined a couple years later. Those nations didn't declare separate wars, just joined already active wars

What if "join coalition" option would be replace with "join coalition war" when coalition has already declared war against their target, instead of forming new coalition it would treat the clicker coalition member who is dragged in late.

You made a mistake. You related what happens in-game to any historical coalition in existence.

If you allow separate peace deals allowing new joiners this way might make sense. If not this is nonsense, a complete farce that lets nations jump in on a no-risk dogpile while also being incapable of doing as much damage as if they declared separately, a strict lose/lose.
