I think it would be interesting if nations that contain multiple different nationalities such as the Soviet Union, Yugoslavia or the British Empire could break up into a civil war or have regions secede if they have issues with unity.
For example, if the player was Czechoslovakia the event chain could be like this:
Below 15 Unity:
Slovakian radicals call for independence!
- Ignore them. (chance of loose unity)
- Convince the people otherwise. (loose political power, gain unity)
- [Non-democracy] Arrest these dangerous fifth-columnists! (gain unity, ruling party looses popularity)
Below 10 Unity:
Slovakian population supports independence!
- Perhaps we can change their minds. (loose political power, chance of gain unity)
- Who are we to argue?
- [Non-democracy] Find and arrest the ringleaders. (gain unity, ruling party looses popularity)
- [Non-democracy] Send in the troops to crush them! (enter a civil war with weak rebels)
Below 5 Unity:
Nationalist uprising in Slovakia!
- Recognise their independence. (gain unity)
- Fight against the rebels. (gain unity, enter a civil war with strong rebels)
- And not a moment too soon! (gain unity, switch to playing as the new emergent faction, AI decides from the other options)
[Non-democracy] actions can only be done by democracies if they are at war.
Of course, giving into nationalist demands could lower support for the ruling party and make a change of government appear more attractive.
