nationalism: why couldn't I take it all?

Hi,

Since it's the first time I play in the America's with a custom nation (I'm on the road for "first come first serve" in fact) and not trying a WC, I'm not using my usual "imperialism only after tech 23" strat because there is now some provinces in my culture group which I can still have.

Castillan is one of my accepted cultures (primary culture is english and I'm an Empire).

So when I just declared war to Castillan Plata, who has only castillan culture lands, I thought using "nationalism" would be smart : more chances to take it all in one war.

So war went fast, I stackwiped their 29k men with one of my armies, asked for peace.

Surprise, surprise, surprise (would say Braccus Rex for those who get it) : some lands cost bird mana. (edit to be clear due to the first answer: all the lands are castillan culture but some lands cost 0 bird mana (those I took) and some cost X bird mana (those I didn't take, see screenshot).

I'm shocked because I don't understand why some land cost bird mana, and why some land doesn't cost bird mana while all land is castillan.

Yellow is the "now" Plata.
Red lines englobes what was their before the war, which I could take with nationalism with 0 bird mana cost (since it was in the CB target).

So my question, because I didn't find the answer on the wiki:

Why couldn't I take it all?

(I'm not uploading the culture group but trust me: it's all "castillan" - I have it in front of my eyes while writing on the second screen.)

I checked, and I see that some of the provinces I took (Mendoza eg) have dev 7 while one I couldn't take has dev 3.
All those I didn't take started at 8 or more dip cost, and those I did take were at 0.



I don't know if you are thus right or not :/. If nobody can answer, I'll wait for the truce to end, then do a test war with nationalism again, and I will see at that time if I have more information about this matter.
