Description​

When starting a civil war as France, if neither faction is democratic, the national spirit Expanded Citizenship / France Indivisible is simply removed, with neither faction having it.

This can be triggered by completing the destroy the counter-revolution focus (the current government is communist & the revolter is fascist). This shouldn't be the case as you can keep these national spirits just fine if you complete the relevant focuses after the start of the civil war.

Steps to Reproduce​

1. Play as France and take the communist path
2. Complete the focus "France indivisible"
3. Start a civil war by completing the focus "destroy the counter-revolution"
4. See error (neither faction has the national spirit France Indivisible

To be fair... your France is demonstrably not indivisible if it's in a civil war. All jokes aside, I hope they fix this bug.
