Problems:
1. Several values to high.
25% morale
10% discipline
Global Trade income 15%
2. Standard format is 2 Traditions, 1 ambition, 7 normal ideas, with one of these normal ideas having two bonuses, not several having 2+
3. Core cost doesn't go everywhere.
4. Localizations, localizations, localizations. They make or break the ideas.

I'll concede that 25% naval morale may be too high. Japan has 10% discipline, and both the Netherlands and Tuscany have +15% global trade income. Neither are considered overpowered. Also, these countries are all in the Chinese tech group, which is absolutely atrocious; I don't think these countries would become "overpowered" even if these values were all doubled.

I'm not interested in rigidly adhering to "standard format".

I think core creation cost is appropriate to the 3 nations I assigned it to.

Didn't post localisation because 1) Johan didn't post them either and 2) I didn't think anyone would care.

Core creation should only go to nations that either expanded or lost a lot of territory (reclaiming it back).

Well that certainly applies to Majapahit and Khmer. I honestly can't remember why I gave it to Lan Xang.

Like Theocracies!

Well the theocracy ideas were apparently designed around the Teutonic Order and then applied to all theocracies. You sometimes see people here arguing for a seperate "HRE theocratic minors" idea group for that reason. It kind of fits for the TO at a stretch.

Majapahit never actually expanded past what is represented in EU4. They had, however, all of Sumatra, about 3/4 of the Bruneian cost, most of Sulawesi, the western tip of New-Guinea, Sulu, the southern Golden Peninsula, and all the small islands in between as tributary states, giving them a significant wealth despite having a relatively small core realm. The tool to such dominance were of course their navy, and they had trade relations to China and India. If any nation deserves a copy of "French language in all courts" (+15% vassal income, -10% dipl. annexation cost), it is probably them. They where practically the Venice of Indonesia. Then the muslims came and it went downhill for them. So they were also the Byzantium of Indonesia.

You're not wrong about Majapahit's actual territorial extent, and a valid way to represent pre-1400's Majapahit would be through a large number of vassal-states. For the sake of simplicity though I think core creation is fine.

Also while Majapahit was ultimately conquered and replaced by Muslim dynasties, its decline was more related to internal dynastic issues; other Buddhist-Hindu nations would have popped up to replace Majapahit if Islam hadn't become popular.
