Religion is Catholic.
Government type is NOT Republic.
Owns Judea (379).
Protestant Reformation hasn't yet begun.

Jerusalem will be released and its culture will be as the forming nation's primary culture. 25 prestige will be added to the forming country and the province of Jerusalem will be added as Jerusalem's core.

That's exactly the thing: You're not forming but releasing them as a vassal. Currently it's impossible to actually form Jerusalem. While you're not playing Ironman that's not an issue obviously, since you can just play as the released vassal.

Ya, it's rather unfortunate that there isn't a special exception for like Cyprus or The Knights (maybe if you stretch it some other holy orders like the Teutonic knights) where they don't release it ,but become it.

Nope, you would have to play non-ironman then save and reload as them. Jerusalem also has its own set of ideas, but ONLY if you use the save converter for ck2. Otherwise, they get generic. It's silly.

Looking at how changed the province shape in palestine, I think this decision probably changed at least a little actually

Hm, looks like Cyprus is going to have very good generals, legitimacy and galley fleet. Maybe it will even manage to survive :D

It's a shame the core creation cost is such a barrier now, my favorite play of attacking into Berber land is probably a no-go next patch due to the cost, but I'll have to experiment there. The usual Ireland or HRE route would still work but those aren't as fun.
