If Mogadishu, OPM, receives it's own ideas and they aren't general 'Swahilli' ideas, this means:
1) Kilwa - much bigger state - also had it's separate ideas
or
2) Kilwa is divided on many OPMs and Mogadishu is particularly strong here
Also, I am still awaiting on some news about Eastern/South Africa, as while we are certain 1 - 2 dev diaries will be devoted to Central/South America (hella lot of new tags here could be seen on streams) we know nothing about new Kongo/Eastern Africa/Madagascar.

It has them now afaik. The select screen is misleading for reform and culture drifts.

There is no joke. The assumption that there is a joke (and that it has anything to do with Somali pirates) is a prime example of typical forum racism and ignorance.
The Sultanate of Mogadishu was a significant medieval trading power, although it peaked early in EU4 terms and was gone by the 16th century:

And what has to do with the fact that one guy put quotation marks on the word sailors,a second guy laughed about it and a third guy asked what it was that for? No, can't be that. If it was, then the idea would have to be +100% Privateering Efficiency rather than +1 Maneuver.
I'd love for everyone to have National Ideas, but Ajuuraan doesn't have its own yet. But its vassal does? This better just mean that Ajuuraan will get announced in the coming days.
I sure hope that Mogadishu getting ideas is a sign everyone gets them! I don't mind regional ideas, just want countries off the generic ones.
Of course, since there probably will still be countries on the generic ones, I hope they get updated. :wub:
When someone brackets a word with ' ' it is called 'irony punctuation', and it denotes sarcasm or irony in a text. The original poster was very much making a joke- either that or (much less likely) that he didn't know what irony punctuation was either.

The poster who wrote "Somali 'sailors'" was making a joke. Johan was not making a joke when he posted that "Somali Sailors" is a UNI of Mogadishu. I'm going to go ahead and assume English isn't your native language, as interpreting context can be tricky in English.
I don't see how it is racism to link the NI to the recent spate of Somalian piracy. English is my first language.
In short: It was just a joke (until proven otherwise).
I edited that out when I thought about how incendiary it was, but your 'interpreting context' jab is actually incorrect- you quoted Gollandan who responding directly after someone said 'I laughed harder than I should have', who himself was referring to the 'Somali 'sailors' comment. You are misinterpreting the issue- no one thought Johan was joking, and the latter explanation of a latter joke is not, in and of itself, racist. If what you meant is that the guy who 'Somali 'sailors' was making a racist joke, the fact that everyone that has commented so far doesn't understand that means you need to write what you mean more clearly.
Edit: Also, sorry about the initial insult. When I post, I usually go through a three step process: write a post, edit it for grammar, and then edit out the mockery. This is done usually in under a minute, but sometimes people catch me when I'm still on step three.
