Let's just compare them.
In the order they are gained:
- Ottomans military: +5% discipline (tradition), +20% manpower recovery (second), +15% cavalry combat (third), +33% land forcelimits (ambition)
- Poland military: +25% manpower, +10% infantry combat (third), +33% cavalry combat (fourth), +5% discipline (sixth), +15% land morale (seventh)
Here Poland has some edge: discipline bonus is the same, both get more manpower, Poland gets better cavalry, infantry and morale while Ottomans get more land forcelimits.
Should also be considered, though, that Ottomans get their military bonus sooner than Poland.
- Ottomans economic: +10% national tax (fifth), +10% trade income (sixth), -10% ship costs (seventh)
- Poland economic: -20% cavalry cost (tradition), +10% production efficiency (first), -10% regiment cost (fifth)
Here they seem well balanced: Poland's cavalry discount and Ottomans ship discount are on the weak side; Poland's regiment discount is good but production efficiency not as well, while Ottomans taxes and trade income are both decent.
Here too, consider that Poland's bonus are earlier than Ottomans.
- Ottomans management: +3 tolerance heathens (tradition), -33% core cost and -15% accepted culture threshold (first), -10% cost WE reduction (fourth)
- Poland management: -15% accepted culture threshold (tradition), -10% stability cost (second), +3 heretics tolerance (ambition)
Here Ottomans win hands down no matter how you look at it.
IMHO, Poland's set is slightly better economically, slightly better militarly IF every idea is unlocked, but much worse on the management side as soon as Ottomans unlock Millets (first idea). Ottomans win.
