Wow now it's really tough. My favorites are Castile and Poland. I am neutral to Ottos and Muscovy ,and will probably pick on TO or Sweden or even Brandenburg although they don't deserve to die yet,but I still think they are overrated. So let's buff Polish idea more and pick on currently weakest set ,Swedish.

+1 Muscovy because they are nice all around and enable the growth towards a geographical matching Russia. And the colonist is nice, so that even players colonise Siberia in stead of having no colonists due to choosing different idea groups.

-2 Is hard to choose at this point, I'll award it to Sweden for having little flavour outside military. I miss the synergy with other aspects of the game.

To reiterate, nothing from the remaining list is weak, so to me it's a matter of least beneficial/least synergistic. Austria, TO, Sweden, and Poland are on my weakest link list, since you kind of have to play certain ways to gain the most benefit from each. France, Ottomans, Brandenburg, and Muscovy I like best, because their idea sets all seem to fit their positions on the map. Japan and Castile could go either way depending how any individual game goes down. Choices choices...

Japan you are not even in Europe you scrub.
Poland has very nice ideas, that dont feel as strait forward as Prussian ones, but still ofer great militarry bonuses.

I'll bump Brandenburg in proud Prussian blue in support of Angela Merkel (and because really they're all good)
I'll drop Castile in hot pink because while their ideas are very well suited to their situation, their naval, colonial and religious ideas very much push you in a certain direction...that direction being west...and maybe a bit south.

Sweden so low?!
+20% Infantry combat ability, +5% Discipline, +20% Manpower recovery speed, +1 Land leader shock, -25% Mercenary maintenance -> these all are very good, especially very high infantry bonus. While I was Sweden and I took Administrative (mercenary bonuses) on top of that, I massacred full Muscovy formed Russia.

Teutonic order so high?! Sure they have nice NIs but really nothing special compared with remaining groups - they don't have such strong ideas as +20% infantry power or +1 shock. They get few missionary/religion bonuses in not-the-most-religiously-divided part of the world, -10% infantry/cavalry cost, +15% fort defense... All those are meh.
