How does ministers, mainly the head of state, influence the national focuses of the nation you play? Some ministers would make some decisions unrealistic because it goes against their character. It comes to the question if the player is above those in power or if they make decisions on their behalf. Unlike the older games, HoI4 will have the possibility of having the AI take ministers into account for their behavior. If minister influence is included for the player on which roads a nation can take, then the head of state will be a very important factor.

At first I was to answer you that the player is the boss and then he decides which focus he wants.

Also, in HOI4 you don't have a full cabinet (council), only 3 ministers or "political advisors" that you can chose (IIRC you begin with none and have to pay "power points" to select them).

But as these ministers have varying bonuses, it would be interesting if some of them had a focus tree related bonus (but no other bonus). For exemple, Churchill (as a minister - before may 1940) could have a bonus to speed up rearmament focuses.

To make an example of how much the National Focus is tailored to the head of state; how realistic would it be if the focus tree was all about peace, friendship and multiculturalism for Germany?

You would have to get rid of the mustached failed artist first.

Sadly, the german plotters weren't specialists, experts or geniuses but ridiculously inefficient amateurs.

Is the National Focus only for the "history mode"? I can how it's useful to keep countries from deviating too far from history.
The National Focus trees include both historical and ahistorical options. The "historical" mode means the AI is strongly weighted to take the historical ones.
