Is there any way to gain National Focus points from population that isn't your primary culture? And if not, is it moddable through the text files?

Seems like a large number of smaller countries are all but unplayable if not.

Is this something than can be easily changed for a mod? As in utilizing this for something like an Austria-Hungary duel monarchy situation?

You can only change the number of national POPs required for a national focus point, in the defines.lua file.
