Would it be possible to script an event that gives a country the option to gain national claims to provinces it has captured from an enemy during wartime? The event could trigger at set intervals following a DOW and would allow both temporary ceasefires and peace settlements that do not involve a return to prewar borders. One way to implement this would be to make the capture of a province the trigger for a claim event, but that would require a separate event for every province on the map multiplied by the number of countries in the game, which is impractical. Is there a way for the game to track what provinces have been captured by whom and "bundle" them into a single event?

Yes, you can give claims to a country through events and no, the game cannot do the tracking for you. The result would also be quite ahistorical as the conqueror would gain full use of IC and manpower and as you may recall WW2 only ended with unconditional surrender, there was no "little peace treaties".
