KoM please include special orders regarding spy retaliation, cause I am serious, if one more minister dies to spies with people I am not at war with, there will be a nuclear war regardless of if it will be suicide or not.

Welcome out of lurk-mode.
Smolensk is about 0 MP and 0 IC and perhaps a tiny bit of energy. The only reason it was disputed was because of some disagreements about what "up to the river" meant.
Since it occupies the passageway between the two rivers it could potentially be used as a tiny buffer though.
Smolensk sucks. 1 MP, 0 IC, 1.23 energy. Level 2 land fort, that's about all the good you can say about Smolensk.
To put it as neutrally as I can, the controversy stemmed as I viewed Smolensk as part of the deal and the subsequent removal as a bad faith violation of said agreement. Russia viewed the deal as not including Smolensk and the subsequent demand for it as bad faith violation of the agreement (I assume).
Plus the person who controls Smolensk only has to defend one non-river province while the other party has to defend at least 2.
Which also means that the party not controlling Smolensk only has to use one nuke there instead of two.
