Hello!

Several times when creating a new nation for myself I've had an urge to spend points on developing an already owned province, rather than claiming new ones. I want to be able to reshape history and start out as Gotland, the most powerful city state in the world, and invest like 200 points in just one province.

This seems to me to be fairly simple to implement, and would make the nation designer tool a lot more fun to use. Please consider this possibility.
