Nation CoA not appearing beside units?

So in my current game I am playing 100% vanilla, no mods, all DLC except Origins turned on. I am Spain & have been fighting a lot in North America for my CN New Spain. I am noticing that most of the native federations there have plain white shields next to their units on the map, instead of the CoA that shows up in their diplomacy screen.

Is this something that happens with federations? Its hard to tell the units apart because if I am fighting 2 different federations they will both just have blank white shields next to their units instead of their unique CoA. Is this just some sort of graphical bug??

It happens with custom nations too AFAIK. The background colours show, but not the COA. Since every Native I've seen have blank shields, you end up with a lot of similar flags in NA.
