Here's the thing, 1937-annex Nat. China, then puppet them. After I while I realize that Nat. CHina has no leaders in it's army.............????????????????????????????????. Is there any way to make them have leaders once again and why did this happen? If I cannot get leaders, how much effect will this have when they fight in a battle?

I thought they had fixed that in version 1.3. Perhaps I am mistaken.

I know that in vers 1.2 Puppet Nat Chi had no leaders. It was quite frustrating. Also the old resource cap for puppets of 100 limited Chinese industry. The resource cap of 1000 in ver 1.3 should allow your Chinese puppet to make full use of their industry.

to make "Full Use of Industry", Trade Supplies sufficient for a % of IC's, and let them provide back unused. Not doing this will make them trade "Supplies for Resources", cutting into their Production IC's.

Nice Trick: To Jump-Start a new Puppet, Send them a boatload of Supplies to "Stock their Pantry", using the "open Negotiations" feature. about 2500 Supplies should be enough to push their sliders to full production. This is ESPECIALLY IMPORTANT for countries low on Manpower, as YOU are more efficient making supplies (especially with Production Techs), while they will never drain their manpower. Good "Symbiotic" relationship. Just keep "Feeding their troops", and they'll keep "Breeding"
