I'm in a Naopleonic reading time so i gave a few opinion.

About the french generals:

Massena Good but a crook and like all the Marshal in Spain he take more time thinking how to take aver his breathen than to think how he could beat the British-Portuguese-Spanish.

Soult: Good tactician, a crook too, Spain was a money thingh as a war for him.

Kleber: Skilled one, lose in the silly Egyptian affair.

Davout: Straight and strong spirit. One of the best tactician of his time.

Lanne: Brave, pretty honest and skilled one.

Desaix: Another skilled one who save Nappy butt at Marengo.

Murat: "meneur d'homme" (leader). Nothingh really good with command but "panache" and "bravoure". Was a crook.

Ney: a "meneur d'homme" a "brave" and an average general. At Waterloo the man tortured himself with the two betrayal he did in the last year and loose even the minimum of skill needed to perform his task. About Quatre-Bras, he already has done very bad at this day and Welligton wasn't in a situation to beat the french at this time.
And Ney was a crook too.

Suchet: Really skilled and not too bad in the logistic for the time. A crook too.

Gouvion St Cyr: Noble, royalist but patriot. Oppose to Napoleon from a political point of view he only get command 'cause of his skilled. Good tactician.

Grouchy: Good cavalery commander. He get his place for the Belgian campaign by organising the Alpes defense and being one of the first to join Nappy. He was unexperimented for the command of such force and lack of initiative but manage to get back his corps in France by good move after Waterloo and his fight at Wavre.

Kellerman (the son, not the revolution commander): One of the greatest cavalery commander for the french. Brave and efficient. Napoleon never gave him trust or the respect he should have.

Berthier: The man behind. Berthier was the shadow worker of Napoleon staff. Very good to organised and made the orders and the will of Nappy done.

Out of the french i think Archiduke Charles was one of the very best tactician oppose to Napoleon.
The Austrian army mostly suffer from organisation weakness wich made it slower in the manouever than the french one

Welligton was a very good general but a cautious one. In Belgium he step back to his communication line wich was what Nappy expected. Without Blücher good move to keep close to him Waterloo would have been lose.
