It's the dynasty-naming paradox again (no pun intended).
Things like whether to call one empire Seleucids or Persia/Syria, Mauryans or India, Ptolemies or Egypt and so on.
I do hope it is not related to culture or religion. Because then Greek city states will be named based on whichever dynasty/family rules it for the time.
