Afaik, if an empire has a namelist containing both sequential and random names (e.g. for fleets) only the sequentials are used. For example using the ever-popluar Commonwealth of Man:

I cheated myself a huge fleet once and split it into one-ship-fleets but never saw a "Strike Force Behemoth". Same for armies and stations. Removing the sequential name from the list causes the game to loop over the random names. Is this intended behavior or should it first exhaust the random names and then start using the sequential names?

I wanted to ask whether this is a bug, feature, fixed in Utopia or even known (if not, I will submit a bugreport).

That's a bug that was there since 1.0, never got fixed (and afaik, it's not going to be in Banks either). Submit that as a bug report.
