I'm playing as the duke of Novgorod and the Tsar of Russia is my liege. When the Tsar dies something happens. His two sons split their inheritance into the Empire of Russia and the Kingdom of Rus. Most of my vassals who are not de jure vassals of Novgorod but in the Kingdom of Rus get transferred to the King of Rus (who's still under the Tsar of Russia). Not only that but so are the cities/temples/baronies in my de jure territory!:eek:hmy: The city of Novgorod now belongs to the King of Rus for example.

When I look at the crown laws the Kingdom of Rus has disappeared and I only see Nogorod and Russia.

Why do the King of Rus inherit everything that's mine including de jure vassals? There's no vassal inheritance warning before it happens

I now have countless of claims to go to war over with the King of Rus. On the other hand he has my vassals and each claim will cost me 50 prestige. Does anyone have an idea of what causes this and what to do prevent it/set things right besides go to war over each and every claim?

It's an inheritance bug as a result of not all titles going to the same person. It is bugged in multiple locations and situations at the moment and really the only way to get around this is to go back before the character switch and murder the future King of Rus.
