From this one image, it looks like you have (or had) just one major road over the water.
Maybe if you had more major roads, it would help.

Overpasses are effective when dealing with cross highway trafficLooking at your picture. You have a simply massive industrial area and a commercial zone on the other side. Industrial and commercial draw a ton of traffic. You are zoomed in so we don't have a really good overview but it looks like that spot is the only access to the highway you have available in that area. That means all that extra traffic is bottlenecking to that spot. Make more spots with highway access so the traffic will spread itself out more. In general you need more spots to get on to the highway than you need to get off. Traffic will enter and spread out but you do not want them all trying to leave at the same spot. A trick I frequently use is to create a bridge over the highway then run a couple one way ramps off the bridge down to the highway. It looks pretty good and simply works.
Sometimes, depending on the situation, a couple of pedestrian walkways over (or under) the highways can also work wonders.

Well.. if you want to cut your traffic, even a pedestrin walkway going straight into the highwat would solve the problem in a... well, kinda messy way![]()
