That Austria has some sort of claim to those provinces, for linguistic, religious, dynastic, or other reasons. That means that you have a legitimate CB (casus belli) against Bohemia, and you can declare war against them without any loss of stability (save sharing the same religion before the Reformation). You may of course diplo-annex them, though.

those shields means that you have a rightful claim to that territory. So your goal is to obtain those lands by any means necessary. You also get a free CB on any nation where you have shields on.

As for Bohemia, don't bother fighting them. Even tho they are weaklings, they are also very friendly to Austrians. Your best chance is to simply vassalize the entire country and then diplomatically annex them.

Austria also has claims to Croatia (in Hungary) and Istria (Venice).

Don't attack Hungary either, it's one of the few large loyal allies you will ever find in the game that will stay friendly to you with little maintenance. Try to keep Hungary as an ally or vassal. Then diplo annex when you feel the time is right. Hungary will help keep you alive if the Ottoman Turks decide to attack you.

Early in the game, it's NOT worth it to annex or own the Hungarian provinces anyways. Their provinces are miserably poor to even bother a war with. And taking all the Hungarian provinces will give you a bunch of poor provinces that will turn into a bunch of problematic Protestants down the road. Not to mention the fact that with Hungarian lands, you now opened a huge border to Poland (they hate you) and Turkey (they hate you) and Wallachia (a Turk vassal that also hates you) and Moldavia and sometimes Crimea (usually a Turk vassal). Do you really wanna border that many enemies early in the game?

As for Venice... they are a traditional arch-enemy of Austria... I say invade them and kick their arrogant butts!!! You need to steal that CoT some day. ;)

I usually don´t get back the province in question as soon as possible. If you plan several wars against an enemy, make sure you don´t lose your CB by claiming the territory that is rightfully yours.
When I play Sweden I always grab Gotland last (when I finaly annex Denmark). This way I can declare war on Denmark every 5 years without a stability loss.

OK, get your point... even though I can´t agree it´s cheating. Maybe Paradox shouldn´t have implemented one such feature as core provinces in the first place or forced the humans to claim them before other provinces.

Say France is allied to Genoa. I have CB on France and maybe even good relations with them and I´m not interested in their provinces (or money for that matter) at all. I want to annex Genoa by military force because I had a rough time as a child but I ain´t got a CB. What do I do? I sure as xxxx declare war on France and dismember the population of the Genoese provinces, right?
Now, is this considered cheating?

It´s basically the same thing.

Advisor: "My Liege, Shall I send a declaration of war to the Genoese court?"

King: "What!? Shall we declare war on our hated neighbour Genoa only because we want to gain control of their territory!? I demand that we declare war on our brother France instead. After all, they´ve done us no harm."

Advisor: "But why, my Liege, do we declare war on our brother France?"

King: "Can´t you see that our real enemies, the genoese, will be very upset with us if we declare war on them."

Never mind the countries names. The fact is that it´s basically the same thing as not claiming your core provinces at the first possible moment. We´re just exploiting the game mechanisms here and it may not seem very logical in every way.
When I´ve learned this game better I´ll most likeley play like a gentleman, but now I´ll have to take my chances.
