Hello.
I know this is something people have experienced before, but when I tried things suggested in other posts it didn't help. I have checked my road to see if there are any problems with connectivity around my city and cannot find any. I tried unsubcribing from all my mods and the issue persisted. Some of the garbage buildings have about 7 trucks active and others flicker between 0-1 and 1-2. As far as my reading has informed me, this has to do with the AI pathfinding when spawning new vehicles, but like I mentioned I cannot find connectivity problem with my roads and my garbage buildings are spread out as well. My game was fine yesterday and when I loaded up my save today it started. Other saves work normally. I will attach my save file and write my list of mods and I hope someone can help me.

EDIT: It seems to have been all lane arrows on two lane roads being set to only turning right when intersecting four lane roads that caused the problem. Don't know how it happened maybe a bug or a mod problem.
