The new suppresion system is a welcome addition to the game. We also have the classic Garrison order that can be used to guard VP, ports etc.
I feel these two systems are ok, but they can be improved with some tweaks. Here are my points:
1. Garrison order counter strike:
When an army is guarding an area and the enemy makes an invasion the troops decide to make a counter strike to retake the lost port or whatever.
Usually you have weak reserve infantry (10w /20w) for this duty and they will not have sufficient fire power to retake what was lost. This means they will just suicide until the enemy decide to run them over.
Solution: Counter strike order!
Add an extra checkbox to the garrison order named Counter strike. When this is checked the army will try to retake lost lands, and vice versa. This allows you for example to have your weaker units defending, and maybe a couple of panzer divisions set on counter strike that will engage the enemy when he shows up. Pretty much like a navy strike force.
Also viable for the pacific islands. Have some weaker divisions defending all small islands, and your elite marines on counterstrike. When you loose an Island, your marines will head out to try to recapture it.
Another advantage of this would be that if you order an army to garrison lands currently hold be the enemy, when you eventually break their lines and push them back, this "reserve army" will go in and guard airfields/bunkers/VP´s that are captured, without them trying to suicide into the enemy, since the Counterstrike order would then not be active.
EDIT:
I just got to think about another function with the counter strike order. If you have set up a couple on divisions on counter strike behind your front line, they will come to the rescue if the enemy does break your lines.
I also think that this counterstrike order should get the benefit of planning bonus, but with a penalty.
2. On map units should provide suppresion:
Since introduction of the new suppresion system, on map units no longer provide suppression. I feel that a unit with the garrison order should, but only the ones stationed on VP´s.
Imagine you have occupied France and you keep some troops stationed in various cities incase of a D-day, it would not make any sense that these guys would not lower resistance.
So if you have an SS-Panzerdivision is Paris, Marcel & Pascal would not be so eager to sabotage the railway as they would if you only had horses patrolling the streets.
3. The offmap garrison unit should help out in a battle:
In a defensive battle where you are defending an occupied city, you should get a buff (like shore bombardment, air support) from your garrison. It does not make sense that these guys would not help their comrades in case of an enemy attack. Maybe you could get a percentage of your garrison templates combat value, or they join as a reserve. This would force the player to design "normal" garrison templates instead of 50w cav. It would also open the opportunity to have different garrison templates for occupations closer to the front.
