I've got some of my vassals troops mobilised - but I don't get the 5% penalty to loaylty. How come?

so the only reason not to mobilise your vassal troops is either a budgetairy question (let the vassal pay for his own troops in a war) or a strategic question (let me decide on the use of ALL troops, so I would rather mobilise my vassal troops - so I can still raise my own troops later).
