I sent out a post a while ago after I first got the game complaining how Britain either fights to the death or loses its entire empire, and that there should be a middle event where they only lose a few minor provinces. That still stands. Here are some other things I've noticed:

1) Diplomacy - At the end of the day, it's just WAY too complicated to set up a catch-all simulator for worldwide diplomacy. There are just too many variables and exceptions, so with the exception above, I'm happy with the current diplomacy setup and would rather the Dev Team focus on AI improvements (which I've noticed most of the complaints seem to be about).

2) WarScore - No one ever surrenders. Not even Belgium (Which actually did surrender in 1940). I understand that the surrender threshold is high to prevent anomolies like USSR/USA taking a White Peace in 1944, but it's got to be lowered. The other thing that I think is a must are counter-offers. When you Make Demands or Offer Concessions, the opposing party should have the option of giving its own offer. For example, if Germany invades Belgium and demand Antwerp and Bastogne, but the AI is only willing to give up Bastogne, it should make a counter-offer which I can either accept or reject.

3) AI Problems - I won't bother saying anything because I've read a few posts where the Dev Team says they're doing a major overhaul.

4) Partisan Warfare. While the current partisan setup is accurate for places like Poland, it is totally off the wall for small countries like Denmark, which require a permanent garrison of something like seven divisions. Conversely, in almost every game I've played Japan is able to conquer China with a relatively small army. I think the problem is that Closed Societies push up the Dissident Level in occupied provinces, which should be reversed. Open Societies with freedom of expression should be the ones with high levels of dissent among its conquered, not Closed Societies with shoot-to-kill policies and secret police. My other suggestion is that dissent should be a measure of the manpower of a province. Provinces with a lot of people should be more prone to guerrilla warfare than with a few, and could be set up with a simple equation (Each Man = +10% Dissent if Occupied)

5) Regular divisions should be able to garrison just as effectively as Garrison Divisions, which were normally substandard units full of "Old men and boys". Also, Strategic Redeployment should be available to all land divisions, but with an organization penalty based on number of provinces traversed.

6) Open Negotiations - It should be possible for non-aligned countries to trade research or provinces. This reflects unofficial alliances, like the US and Britain before December 1941. I also think it should be possible to buy units, (Like Turkey should be able to plunk down some heavy $$$ to buy a Battleship unit from Britain) but that would probably require too much work for an update.

7) There are some serious problems with naval operations, which I'll just touch on. First, it is very difficult to retreat from combat, which should be easy considering how big the ocean is. Naval unit retreats should be as easy as land combat retreats. Second, there should be longer delays in loading and unloading units from transports. (Several days at least, like with ampibious operations) Finally, instead of breaking their fleets into smaller mission-oriented task forces, countries prefer to just send these massive 20+ fleets steaming around, meaning that every battle turns into Jutland II. I'd put a four-six ship limit on Task Forces, similar to air groups.

I've tried to avoid any major suggestions that would necessitate a whole new game and if these are totally impractical feel free to ignore them. I'm very happy that the developers are still putting out updates to a finished product, and quite frankly I'd be happy with what I have. Thanks again for all your hard work.

You should be able to propose and accept a cease fire for three months

Partisans IRL operate in provinces with rugged terrain and poor infrastructure

They don't have the training to do this effectively. The model should be NKVD divisions, with no artillery but lots of armored cars and plenty of interrogators.
