My livestock are leaving. Who said they could do that?

This is almost certainly a bug. There is already the processing purging type, which slowly eats pops over time at about the exact same rate shown here. The point of livestock is to maintain their current population.

So "base decline" means the pop is flagged for declining, and 5 just happens to be the number Paradox picked as the base. Similar to how 3 is the base Growth speed. Immigration has it's own values as well, since different empires/planets have different immigration speeds.

But livestock shouldn't be marked for decline, as that's what "purging" is for. It'd do the EXACT same thing if it was being purged via processing. It would also be marked for decline if there wasn't enough housing, but I can see very obviously this isn't the issue, as you have 20 spare housing on that planet.

I guess I should bug it, but I don't even know what to tell QA.

Tell them that Hive Mind Livestock are being process-purged despite having the livestock slavery citizenship.

I regret to inform you that this is misinformation. The processing purge type has a +300% purge speed modifier, which would have been reflected in the tooltip in the screenshot that the OP posted.

Interesting. I still believe it is a bug, as there's still little point in the livestock slavery if they're going to be eaten, just slower. Might as well make it a different type of purging.

I agree.

I have my own suspicions as well about which bug it might be as well, I've personally noticed that the Decline function can get stuck somewhere in the hardcode after it gets triggered.

In my experimentation on other projects I've noticed a number of times that if you start Base Decline from overcrowding or habitability, such as you described, but then resettle all species of the type thats declining off the planet, the Declining slot will not update. The planet will continue to sit there and decline a species that doesnt exist anymore, at least until the decline cycle finishes, and no pop-change will result.

I cant know what happened to the OP exactly without more information, and preferably before/after saves, but if Hive-Minds apply Base Decline to non-gestalt pops by default, and if the game got stuck Declining that species before that species on each planet before it got its rights changed to Livestock, that might describe the issue.

Unfortunately I dont know enough about how Hive Minds are supposed to work to offer a more definite answer.

If I can figure out why it stopped declining, I will do that.

That's part of what's so weird. I have base decline for no reason. Then a few years later, it stops for no reason.
