This is almost certainly a bug. There is already the processing purging type, which slowly eats pops over time at about the exact same rate shown here. The point of livestock is to maintain their current population.
So "base decline" means the pop is flagged for declining, and 5 just happens to be the number Paradox picked as the base. Similar to how 3 is the base Growth speed. Immigration has it's own values as well, since different empires/planets have different immigration speeds.
But livestock shouldn't be marked for decline, as that's what "purging" is for. It'd do the EXACT same thing if it was being purged via processing. It would also be marked for decline if there wasn't enough housing, but I can see very obviously this isn't the issue, as you have 20 spare housing on that planet.
