I really hope that you will have the flexibility that the Romans had regarding how to incorporate different territories under the Roman political system. For example, I want the option to say, “You know what? Provincial governors sound like a terrible idea. You're all Socii, whether you like it or not.” I also want the option to say “You know what, Socii? You're great soldiers. Votes for everyone!” Most importantly, I want to be able to do both in the same game. It doesn’t need to be the optimal strategy, but I still want to be able to do it.
