Just out of curiosity, does this also affects AI nations? I haven't had this issue myself but it'd be bad if other AI countries were affected by this which can distort the game kind of.

It would have been hilarious if it had happened, eventually every monarchy would have been in a permanent regency and be unable to declare war.
