Um, all the factors there add up to 0.05. There are 3 +0.01s and a + 0.02 = 0.05. What's the problem?

BTW things are looking good this game. Ive annexed loads of german majors and have north germany as vassal. My exports are up to 400 and my income is about 50 with low tax and full education. Militancy is falling everywhere i think but WE is a problem. WE seems a lot worse than EU. I fought a 2 year war with austria and im still trying to recover.
