My Construction Ship Won't Construct Outside My Home System

First of all thank you so much for bringing this fantastic game to consoles. Amazing stuff.

I have sent 2 science ships outside my solar system and I've found a planet with resources.

Built a Construction Ship. Went to build a Mining Station but this option is greyed out because I couldn't afford it.

Sent my Construction ship to orbit the planet thinking the resources will be there by the time I arrive.

Now I have the resources... but the option to construct a Mining Station is not selectable.

Any idea what's wrong?

Is the planet system within your border?
You cannot build research/mining stations and observation post in systems outside your border.
The only things you can build outside your borders are defence stations and frontier outposts (frontier ourpost will let you expand your empire borders without colonizing planets, beware that every frontier outpost costs 1 influence point per month).

Anyway, when you cannot build something there should be an explanation of why in the highlighted red text.

Thanks very much for the swift replies.

It's outside my borders at the moment, though just the neighbouring system.

My robot friend (The Tutorial) suggested I start mining the resources so he bay be have misdirected me just because the action I took queue'd an automated instruction prematurely.
