I think the best way to allow North Africa to feel like a issue for the British and removing some hindsight is doing the following-(maybe)-
Create Egypt a puppet-
-Due to the past (Egyptian Revolution of 1919) only limited British garrison allowed until war.
-Limit the supply for both sides making Tobruk a significant strategic position like it was in real life.

Then making the loss of the Suez a MASSIVE blow for the Allies(I know convoys will now have to go around Africa, but maybe a minus percentage modifier for morale or unity?)
