My colony is in constant debt!

Playing a run through as Japan, and have Australia as my colony. The AI is happily expanding my colony but I noticed that they are in constant debt. Like 300-400 ducats, not just a small amount. I am able to pay it off for them, but why would they be in debt? No other AI country is attacking me, probably because I've got 700 development and am pretty strong. So it's not a war debt. They are expanding, but only by a province or two at a time. I can't work out why.

One or two colonists can easily eat up all the income of a small nation. Especially in a place as dirt poor as Australia with very little dev and esssentially no trade. When you have 700 Dev, 4 ducats per month may not be a big deal, but if you had 20 it certainly can be

Even in good locations you usually need to aubsidize your colonial nations to keep them afloat until they get larger.

Besides, paying debt is a great way to keep subject liberty desire down!
