Been having a blast with V2. Start as the Ottomans, played until 1868, suddenly realized it was 6 AM in the morning ;)

Yet, whatever I do, I can't seem to get any clerks to persist as such. Factory income distribution is ridiculously capitalististic, hardly any of my craftsmen get their life needs met. All of my clerks get 100% luxury goods. The result? No craftsmen promote to clerks on their own. Those who I manage to turn into clerks via national focus get so much income that they instantly evolve further into capitalists, this despite me taxing them on a maximum effective tax of 23% to make them stay put.

Am I doing something wrong? I have no social reforms (haven't been getting the upper house into shape for that).

Yup youre not doing anything wrong per se.

We all hope that 1.2 will bring some sanity to the POP consumption and promotion issues. Craftsmen have crazy needs, Clerks are a myth, POPs assimilate too fast, etc.

I'm experiencing a lack of clerks as well. The AI is having the same problems, though, so something must be off. Maybe it's related to the craftsmen having too high needs?

It's funny how most countries have more capitalists than clerks, as the attached screenshot from my game as France in 1862, shows:
