Set it as high as possible. Also, you can use National Focus to encourage soldiers (ideally in high population provinces).
Well, natural population growth and 61% military spending is enough to have an always expanding military without compromising your budget most of the time (small nations with small soldier pops per province may be different). You don't really need to use NF's unless you don't have anything better to do or have small pop per province.Set it as high as possible. 61% funding is the same promotion as 70% funding's promotion while 71% funding is the same as 80% funding's promotion (the difference is you don't pay your troops as much so they won't get as many needs fulfilled). So on so forth, its a mechanic in the game (idk why). Its a gamey way to save money. I didn't know this either until i read an argument into military spending by some really experienced and good player almost a year ago.I believe you, but I'm curious to know where the 61% figure comes from.
