- reintroduce that diplomatic depth to a limited extend by applying "mutual access" selectively
- countries should never have mutual access to their rivals, although in general mutual access would still be preserved
- Countries can still get individual mil access to their rivals, although that might be tricky to achieve due to negative relations
- example 1: Portugal is in war with France, Spain is France's rival. Protugal demands military access from Spain.
- current system: Spain give Portugal mil access, France gets mutual access
- proposed system: Spain gives Portugal mil access, France doesn't get mutual access
- example 2: jsut as in example 1 but Protugal has ENglans as an Ally and France has Provence as an ally
- England and Provence get mutual mil access to Spain, but France still doesn't (because its Spain's rival)
- example 3: just as example 2, but England is also Spain' rival
- England doesn't get mutual access to Spain, France doesn't get access, and only Provence gets mutual access
- -> I hope you get the idea
- That gives more weight to rivalries and opens the diplomatic depth that currently is missing because of universal mutual access
