The Caliph titles, e_sunni and e_shiite are both suppose to control their respective religions. Both have the appropriate controls_religion flag in landed_titles and they otherwise act like of heads of religion in that they call jihads and, if you're attacking them as a member of that religion, your allies of that religion are very unlikely to help because the will return "Head of Religion -----" flag.
However, Catholic temple-holders (priests/mullahs/bishops/prince-archbishops/whatever) also respect the Pope as "Head of Religion: +10" in relations. But this isn't true for Muslim temple-holders - vassal mullahs/grand muftis/etc do not have +10 "head of religion" relations in respect to their Caliphs. You can easily check this by starting a new game and looking at the Caliph's temple-holder vassals, and then looking at the Pope's temple-holder vassals.
