Maybe Paradox could enable moslems and pagans to release and create titles without implementing it officially. I dont think it is so difficult. Then someone could release a mod letting the moslems be playeble.
Do you think that moslem inability to create&give titles are hardcoded? At least, moslem titles(both "duke" and "king") are present in the province.csv file.
