So...does it? Because I am having some serious wonders if it does. I am in a game as where I started in north africa as a Bedoin. Few invasions later and I am now the Sultan of Africa. That was 25 years ago and the whole region is still Maghreb. I moved my capitol to Tunis shortly after conquering it. Shouldn't I get at some point that little event where I bring some boys from the homeland to convert the populace to my culture?

No. k_africa`s culture is Maghreb, so you only get those events if your are Maghreb. If Arabia is your primary title howerver, you will get those events, as its culture is Bedouin (same applies to Arabian Empire).

Ahh! Weird that Bedoin is starting culture for the nobles there.

Did you usurp title or invade & recreate title? If the kingdom title is destroyed & recreated, the "Conquest Culture" should be Bedouin.

I suppose you use the muslim invasion CB? Then only the land which got recently conquered penalty can change into your culture, the rest cannot receive the event unless the kingdom title, as I stated, is destroyed & recreated, not usurped. Furthermore, those county should be your capital, or the capital of your vassal. Of course, your vassal should be Bedouin for that to work

You can fix this, to some extent, by revoking emirate & recreating it. This gives your vassal emir the ability to receive the event in his capital

The settlers event can trigger. It sometimes takes a while, sometimes happens very quickly. Just make sure you have high stewardship and ensure your primary title was conquered or created with the culture you want it to switch to.

There was a period where there was no holder to the title. I holy warred to remove the previous Sultan, then there was no title for a couple months before I created it. I can't recall if I moved my capitol to Tunis before or after I made the African sultanate. I was always beduin though.

It shouldn't matter when you moved your capitol in this case.
