I haven't got the faintest idea. If they don't have any kind of canonization / sainthood process, then the canonization event can have a condition to be not-moslem, I guess.
But if they do, then why not have them canonized / sainted then?

Well, from my limited understanding of the Islamic religion they do not have a process like Canonization. The Prophey Muhammad is seen as the last of the great holy men to be recognized; furthermore the idea of Saints revolves around the notion that if you pray to them they shall interceed upon your behalf with God. Muslim's I believe do not even have a deeply structured priesthood in the Christian sense; although they do have great teachers, as long as you follow the laws set down by God in the Koran than you will enter Heaven. Therefor the idea of Saints acting as go betweens goes against one of the more fundemental tenants of the faith.
Now, in the Shiite branch you do see the...veneration(correct word?) of the line of Ali(I think). The last of this line was said to have ascended into heaven as a young boy; in there you have humans after Muhammad being felt to have a closer relationship with god than the rest of humanity, but its still not quiet the same thing as a Saint.
I think in some of the branches of Sunni is india SW China and parts of SEA there is a veneration of the sort, but this is so far removed from CK's region, and to some extent time period, I do not think it is appropriate.
The revering of tombs of holy men is common enough though that does not really make for a saint in the Christian sense. It is surely a bug.
Well, it only requires to give the death events that give canonized a requirement condition "Not moslem". I'm sure that if some helpful event-coder mod reads this and decides this is a bug and needs fixing, it's quick to fix and hopefully appears on the next patch.
