I, for one, am glad that we're getting specially composed music.
Frankly, the EU II soundtrack got annoying after a (relatively short) while ; annoying enough that I most often just turned it off and ran winamp in the background. HOI II, on the other hand, is still on original music, and likely to stay there for a while - especially if you consider that the Japanesse Overture track from HOI II found its way to my playlist.
To be fair, the fact that I rarely got much further than the 17th century or so on any given game before switching to a new one out of boredom might have biased me against the EU II track. Much of the classical stuff (ie, eminently listenable) was late-game in EU II, while the front-game had the unbearably nasal songs that had every budding music critic within listening range of your computer stare at you with undisguised loathing. At least in my experience.
That said, making it possible to add our own music and decide what play when exactly would certainly be a good thing. In that case, the EU2 music fans can add EU2 tracks (which they should already have) to their playlists, while the non-fan of the EU 2 tracks get some new music.
And finally, I'd like to remind the Civilization Universalis crowd (god, that has to be the single most overused AND misused comparison on this forum) that Civilzation IV's soundtrack is almost entirely epoch music ala EU II. Except, (in my personal opinion) much more listenable to than EU II selection, which is to say none of the tracks make me cringe.
