Not to exploit it, but because "how to exploit it" probably answers the question of "how to reproduce the issue", which would simplify fixing the issue.

Fixed in code now so it should be in next patch. Basically, there were no bounds checks in gameplay code against other code (e.g. AI) setting some crazy value for colonial maintenance.
