Gentlemen, you forget that we are talking about Russia in general, which includes NIs, DHEs, religion, govenrnment reforms, missions and geographical position. Russia in SP is fine, but Russia in MP is terrifying, especially the one that beats PLC (90% probability) and then focuses on Far East. While Ottomans have a much stronger start, Russia is equally powerful in mid and late game.

They also have some of the best late game unit pips (beating the Ottomans).

I agree that it is important to take a holistic view of a Country. Yes, their NI and missions can tell you a lot about a countries overall strength, but there are other and less obvious factors (events, disasters, starting position, etc.) That also play a huge factor on determining their strength. Plus, when exactly are they strong? Early on? Mid game? Late game?

Even in SP Russia is still game-breakingly overpowered.

I don't see the Russian AI succeeding at all. They are either wiped out very early on or even if they somehow manage to get trough the 1500's they are usually bound to meet the Ottoman war machine. That of course leads to a series of wars which they simply can't win, costing them valuable territory in the Ukraine and a crippling debt of up to 16k at one point....
