I already feel like the game is punishing you enough for inviting low intrigue courtiers, as they'll more likely reveal the plan.

RE AchedTeacher: How about if higher intrigue instead gives you more plot options then, just as higher diplomacy gives you more diplomatic options?

Good idea. With some impact of your spymaster and his own intrigue stat, perhaps making you somewhat vulnerable if your spymaster gets to manage some of your important plots.
