Multiple Major Issues with the Launcher and Launching the Game (Windows 10, Steam)

So, I am having some issues with the Paradox Launcher and Launching the game. These issues can be listed as:

• Access error to game data

I have tried to look for support on the internet, I found nothing. Afterwards, I attempted to change the folder permissions for HOI4 so that it can write (it already had permission to read). Still nothing.

• Game "already running"

So this happened after I closed a game I was playing (on a mod). I had closed it within the game, from the menu next to the date bar. All the bugs I am listing in this post happened after I closed that game (albeit my HOI4 has a history of bugging like this and this was the first time I played in a while after it suffered from the same bugs prior to this).

• Can't activate playset

This one happened shortly after the bug above. The reason this is a big problem is that I had changed the playset right before the bug before this one, and I fear that the reason why the game crashes when I try to load it (will be explained more in the next point) since it still loads the old playset I was using.

• Game crashing when loading

As mentioned above, I have a different playset set on the launcher than the one which loads when I press resume (which I do with the hope that maybe I just closed the game wrongly and I need to close it to fix the game not ending bug). After I press resume, the game loads for a while and then just crashes.


I have tried everything I could and looked to every support page I found but still deal with these bugs which make me unable to play the game. I have dealt with these bugs in the past but never actually solved them; I didn't play the game for months at a time and whenever I tried again the bugs were, for a short time, gone. Please help, I haven't found any help elsewhere.
