Hopefully they'll implement this idea to finally get some use from all the leaders you wind up with. As everyone is familiar with in Hearts of Iron 2 the standard stack size was generally 3 for a corps size. The problem then is you reach a certain point where you've fielded about as many units as you can and you still have tons of leaders left.
Perhaps they should finally allow you to assign multiple leaders to a stack. Ie. a leader per division, with a nominal commander in multiple division stacks. Would allow you to use everyone effectively and could provide certain advantages perhaps based on who is over all command, ie. 1 division is lead by an Offensive leader so that divisions gets the bonus while its counterpart is lead by a Defensive leader which gets its bonus and then the head general has say Offensive as well so both get a minor Offensive boost.
