I was last involved in modding back in 1.3. Back then you could have multiple factions of a single type (like with separatists). Now, create_pop_faction has been removed and setting up attraction rules that would previously create a split now result in only one faction. For example, if I set a planet parameter and only let pops on said planet join it, the faction will only just exist on one planet ever.

Anyways, anyone know what's up with this? Is there a known workaround, or are all faction types now limited to one per empire?

For what it's worth, I was trying to create a generic faction type that would use flags to specify what issues interested it. This would allow for dynamically generated factions. It basically works too! I just can't solve this one issue :(

At first, you have to declare unique = no to have multiply factions of type. At secons, the mechanics of faction establishing is a bit different. As create_pop_faction no longer works, you have to use other ways for this. I'm usually do in a such way:

}

This enables a special faction type (regionalist in this sample) and gives the flag to a single pop. This flag is tied to faction attraction and has a pretty big value to be sure that faction will be established:
