too answer your questions.

1) You click multi-player, and set up a ISD. Tell others it and just play like normal i suppose.
2)not anymore
3) any scenario
4)You CAN play with the IGC, BUT I DO NOT RECOMEND IT. It slows it down and since everyone must have the same version it makes it difficult.

So, how is it? I mean is it fun to play EU-multiplayer? My only experience with multiplayer is Halflife and some racing sims. Nobody I know has the stamina for strategy games...
