I suppose I can see that. Few civil wars ended with a gentle parting of the ways.I do hope there's another way for new factions to rebel, though.

Now there is nothing stopping you editing the save came to change ownership from the Seleucid Rebel faction to the Parthians, however this would no longer be a civil war. Unless you redfined the Seleucids to have Parthia as it civilwar opposite and viceversa.

and I am assuming that despite the civil war rebel province size, the annex button will be the only one you can click. The civil war will be over when one side destoryed another side in the civil war utterly.
