When I go to multiplayer nothing shows up on the list, I recently wiped EVERYTHING relating to stellaris, I went to documents, I verified game cache, I deleted local files and went to steam apps, but its broken.

Are you saying this problem happened after your reinstall? Or you dd the reinstall trying to fix this MP issue?
Either way it sounds like a port problem; make sure you have opened the required Steam ports in all active firewalls (you may have up to 3).
I reinstalled to try to fix the problem, also I have no clue what you are talking about (I'm not very 'techy') so could I have a list of instructions or something?
also, something that might help is that this happened when I installed a lot of mods. I added bout 30+ mods. I went to multiplayer and I was like, "no one has my mods, no dip." so I deactivate my mods, and still, no servers show up, so I sent a ticket a while back and you (AndrewT) told me how to completely remove all my mods basically obliterating them by deleting every file, ill quote the instructions here: "
First unsubscribe from all mods in the Steam Workshop for Stellaris.
Then Please do a full **clean** re-install:
- move any valued save games elsewhere
- "delete local content" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- start the game with no mods active and test
In particular you need to check there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before you install again. That takes care of all connection with any mods you have installed.

Andrew T" I followed them to the letter removed everything, and as far as I was concerned everything was back to vanilla, the files were correct and everything. But the only thing that was still broken is the dang multiplayer (I don't know if these have any connection at all, it just seems like its more than a coincidence)

You may need local help with the ports then; I can't talk you through it as there are far too many different brands and models of firewall for me to know them all. Here are the ports the Steam Client needs to be open:

It is possible you have a firewall in Windows itself, one you may have installed yourself, and one in your modem or router. If you play in an office or university, they may have they own port blockers operating.
